"Head Start was designed to help break the "cycle of poverty" by providing preschool children of low income families with a comprehensive program to meet their emotional, social, health, nutritional, and psychological needs.
Realizing that Camden residents desperately needed such a service, OEO opened its first Head Start center in October, 1968 to provide education, health, family and special needs services. The Headstart program with an enrollment of 60 preschool children and their parents in Camden City.
