Applications accepted A. eligibility criteria (applicant must meet at least one) 1. parent(s) is a former calworks recipient (tanf) transferred from the human services agency with the appropriate form and income eligible**, 2. family is being transferred from another app program and income eligible**, subject to 4cs having funding available for the transferred family, 3. family is selected from the cel and income eligible**, 4. family is selected from the cel and currently experiencing homelessness, 5. family is selected from the cel and currently receiving child protective services or the children are at-risk of abuse, neglect, or exploitation. b. need criteria (applicant must meet at least one) 1. family or parent(s) is currently receiving public assistance, or has recently received public assistance (may include tanf, as well as other forms of assistance), 2. parent(s) is actively engaged in vocational training leading directly to employment, 3. parent(s) is employed (including court-ordered community service), 4. parent(s) is actively seeking employment, 5. family is actively seeking permanent housing for family stability, 6. parent(s) has incapacity to care for child or children, determined by legally qualified health professional, 7. parent(s) is caring for a child with exceptional needs, verif ied by a legally qualified professional, 8. family is actively following a plan mandated by child protective services, 9. family or child is referred by a legally qualified professional because the children are at risk of abuse, neglect, and exploitation.

"Expand opportunities for a broad base of community stakeholders to invest in quality care for every child.

Expansion of volunteer involvement
Implementation of a Marketing Plan to increase community understanding of child care/early education issues and the work of the 4Cs, and a Fundraising Plan to diversify and strengthen our funding base.
Redesign and further enhance 4Cs' core services, focusing first and foremost on customer needs.

Increased parent awareness of, access to and utilization of a full range of services.
Creation of collaborative relationships with all Peninsula Partnership sites.
Assignment of providers to specific staff support persons in order to meet the provider's individual needs.
Ensure that parents and child care providers are full participants in shaping universal preschool and kindergarten readiness intiatives for the holistic development of each child.

Facilitation of the communication between parents, providers and policymakers about these issues.
Development and implementation of a needs assessment to identify parent and provider preferences and priorities around school readiness, and communication of these findings to policymakers.
Empowerment of parents and providers to advocate on their own behalf."

Admissions Process

Acceptance criteria: Diversity 1. Families already enrolled in a State-funded child development program who are waiting for a more suitable program, including families who have un-served siblings, shall have first priority. 2. Families whose children are receiving Child Protective Services and families whose children are found by a legally qualified professional to be at risk of being neglected, abused, or exploited shall have second priority. 3. All other eligible children and families in order of per capita income, starting with the lowest income, shall have third priority. 4. When two or more families have the same income, the family that has a child with exceptional needs shall be given priority. If no family in this situation has a child with exceptional needs, the family that has been on the waiting list for the longest time shall be given priority
