"PACT is committed to providing outstanding, state-of-the art services for the children and families in its care. Through on-going staff training opportunities and continuous interactions with other health care, social services and educational providers, PACT keeps abreast of the latest techniques and approaches for helping children with special needs. In several instances, PACT has taken a leadership role in the field by designing and implementing programs and services unduplicated anywhere in the Baltimore metropolitan region.
PACT programs have traditionally served children under the age of five, the most formative period of their lives. Until recently, early intervention programs like those at PACT had to rely on observation and anecdotal materials to support their early intervention approach. That has changed. Now, researchers can actually look at images of a child's brain and see the effects of physical, emotional and environmental factors on brain development. PACT services are designed to reach children during this critical learning period to maximize their chances of achieving their potential.
PACT programs strongly encourage families to become involved in their children's treatment and care. PACT staff members work closely with the children's parents and other caregivers to provide them with information and training on how they can best foster their children's developmental progress. PACT staff members are also aware that many parents are struggling with the multiple challenges of raising children with special needs. Consequently, all PACT programs offer counseling to both the children and their parents. Educational transition, service coordination and parent support groups are also available. "
